Can I use the ITS username and password that belongs to my friend?

Accounts are issued for the sole use of one person, unless the Director of IT Services has given written authorisation for an exception. No one has the right to allow anyone else to use their account. This is forbidden by University Regulations:

Unauthorised access would also be a breach of the Computer Misuse Act 1990.

While most computer users are considerate, a few create problems for others, and they often do so by misusing another person's account. A person who has been given your password may delete or alter your files, and may commit offences for which you could be held partially responsible.
